Legislative output estimates are derived from RA 7160 Section 52 session frequency mandates, observed legislative output data from published LGU accomplishment reports, and the standard 3-reading legislative process. Actual output varies by LGU based on Sanggunian size, staff capacity, committee structure, and local priorities. Resolution counts may vary significantly — some LGUs count all committee reports as resolutions while others count only plenary-approved measures.
